Cargo ship manager fined $1.3M in oily discharge conspiracy

(PHILADELPHIA) -- Pendulum Shipmanagement Inc. of Greece was fined $1.3 million after pleading guilty to a conspiracy to discharge oil waste and falsify records, the Philadelphia Inquirer reported. Coast Guard inspectors discovered inoperable pollution-control equipment in July after MV Quantum arrived in Philadelphia.
