Report: Barge may have been loaded illegally at Guam Shipyard

(GUAM) — Authorities in Guam are investigating whether a construction company broke the law when it shipped construction materials bound for Hawaii from the Guam Shipyard, television station KUAM reported. Watts Construction loaded concrete poles onto a barge at the shipyard, even though the nearby Port Authority of Guam docks are the only facility permitted to serve commercial vessels.
