(JACKSONVILLE, Fla.) — A former TOTE Maritime captain testified that the company was reluctant to report vessel deficiencies that he discovered on a ship, television station WCSH reported. The former captain of TOTE vessel El Morro answered questions during a Coast Guard hearing on the El Faro disaster. He said there were concerns about El Faro's boilers and the heavy loads it had been carrying in the voyages leading up to its final trip, which resulted in the deaths of 33 people.
