(OTTAWA) — Transport Canada said Thursday that the whale-watching boat which capsized this week off British Columbia, killing six people, passed a stability test after an observation deck was added during its conversion from a tugboat, the Times Colonist reported. Leviathan II, built in 1981, was converted in 1996. “The owner prepared a stability assessment, including an incline experiment, at that time. Transport Canada approved this work and certified the vessel,” said a Transport Canada statement. Preliminary findings indicate most of Leviathan II's passengers were on the port side of the top deck when the boat was hit by a wave and capsized.
