(MARTINSBURG, W.Va.) — Based on questions received and processing system limitations, this bulletin updates guidance to maritime training providers regarding implementation of new gender titles announced in the information bulletin dated Nov. 26.
• There is no requirement to make changes to a currently approved course or program. They may be presented in their current form until expiration. The National Maritime Center (NMC) will accept course completion certificates with legacy titles through the validity period of the certificate as defined in NVIC 03-14.
• Modifications to a currently approved course or program that do not result in a renewal will be processed without regard for the new gender titles until expiration. Beginning on Jan. 17, 2025, letters from the NMC responding to modification requests will contain updated course titles.
• Training providers may begin making non-significant changes to currently approved curricula to reflect the new gender titles. Providers are required to maintain a summary of changes in accordance with 46 CFR 10.403(a)(6)(v).
• Changes to course or program completion certificates require submission of a sample to NMCCourses@uscg.mil as a modification in accordance with 46 CFR 10.402(b)(8). Requests for updated certificates with the new gender titles will not be approved until Jan. 17, 2025.
• Original and renewal course or program submittals received prior to Jan. 17, 2025, will be processed as submitted regardless of when evaluation begins. However, approvals granted on or after Jan. 17, 2025, will contain updated course titles and approval language.
• Requests received on or after Jan. 17, 2025, that are not in compliance with the new gender titles will be returned to the training provider.
