Modified course completion certificates
The National Maritime Center (NMC) has received numerous course/program completion certificates across a broad spectrum of maritime training providers (MTPs) that differ from the original sample submitted with approval requests.
To identify fraud and prevent issuance of credentials to unqualified applicants, the NMC scrutinizes completion certificates closely. Those not matching the original sample submitted with the approval request are investigated to determine legitimacy.
MTPs should consider changes to completion certificates as significant in accordance with 10.403 (a)(7). MTPs are also reminded that terms of approval appearing on the completion certificate, if included, must be updated and verbatim from the final Coast Guard course/program approval letter. Requests for changes to completion certificates should be submitted to NMCCourses@uscg.mil.
Course expiration dates
There is confusion among some MTPs regarding the process to obtain a course/program extension. Submission of a renewal request or receipt of a request for additional information from the NMC does not result in an automatic extension of the expiration date of a currently approved course/program.
MTPs need to specifically request an extension. The NMC will evaluate requests for extensions on a case-by-case basis. Requests should be sent to NMCCourses@uscg.mil with justification.
These issues have the potential to significantly delay the processing of merchant mariner credential (MMC) applications.
