U.S. steps up ECA enforcement by boarding ships

(LONDON) — U.S. authorities have begun boarding vessels as they step up enforcement of the North American Emission Control Area (ECA), the UK P&I Club reported. Officials with the Environmental Protection Agency, in cooperation with the Coast Guard, are boarding to collect bunker samples to determine whether the vessels’ fuel meets ECA sulfur limits. The EPA has also been experimenting with flyovers to assess smokestack plumes for the same purpose.
