Owner of sunken party boat says he didn't need captain's license

(MIAMI) — State officials are investigating the sinking of a 45-foot party boat with 31 passengers aboard Sunday on Biscayne Bay, the Miami Herald reported. Investigators are trying to determine whether the boat’s operator needed a captain’s license, whether the boat was overloaded, whether it was carrying enough life jackets, and whether passengers were being charged a fee. All of the passengers on the home-built catamaran were rescued.
